I'm not sure that not issuing the environmental permit, even with no explanation, isn't just an administrative decision.

I agree with you about lost profits. I don't think there's any guarantee of that even with a favourable judgement.

Be nice to see a decision in one of the pending cases. It might give us an idea about what to expect. Also a sizable judgement might be a wake up call for VZ.
