It seems the Russians are realizing they are now scaring off investment and need it back thus thinking about amending their laws.

Back in early 2008 just prior to our denial Ortega welcomed a delegation from Russia led by their environmental minister. Of we all know the history after that. I have to think that in some fashion VZ and Russian policies go hand in hand.

Look at this quote from the article when the orginal Russian law came into affect that scared off investors and note our denial timing....coincidence?
