I agree with you on your statements that Hugo has never directly mentioned KRY. I also remember how he stated he was nationalizing LC but it was already nationalized. That was one of my first encounters with KRY.
I have always been curious that Hugo never actually mentions KRY nor do any of his minions but he paints a picture that could easily be attributed to KRY. I have always believed Hugo is smarter than any give him credit for. Few successful despots are stupid. Hitler was not stupid, Stalin was not stupid; rather their intellignece helped them manipulate words to serve their ends while giving them plausible deniablility.
Case in point, when he stated publically that he was "taking back" one of the largest gold deposits and railed against capitalist concessions. It was clear he was talking about KRY but his illusive words gave him plausible deniablity if KRY wanted to claim a violation of the contract.
When numerous reports after the permit denial implied that LC was being given to the Russians he again did not mention KRY directly and gave enough vague references to protect himself. When KRY formally requested clarification of these public statements they never responded thus maintaining their illusion of vagueness.
I actually think Hugo could grant the permit now and still have a valid claim he never said he would deny it because of his vague words. Of course we know he won't do that.
I think my frustration has been that Hugo never actually says he will deny KRY so we didn't have a clear arbitration justification. At the same time I think his intent was clear and I felt KRY should have challenged him and filed arbitration. GRZ has trippled since they filed.
Never the less for whatever reason, KRY has shown some strength and because of that I think we may be able to realize greater gain should Fung be able to pull off a deal.
