ohhhh! i get it...it's worker sabotage...not lack of reinvestment....

worker sabotage, yeah thats it....they sound like enemies of the people...hugo should form a "ministry of loyalty" to ensure all workers are good party followers...then set up camps where folks can concentrate on the values of the socialist system...
