Chavez to pay 4.8 Billion

I just saw on the news that Chavez announced he is paying 4.8 billion to pay off the oil companies that VZ owes money to, and to give grants to local business's, to stimulate the economy. I can't find out anything else at this point....probably one of you in the east will find something this am.
