One thing that does point to the article being written (or at least edited by Roy) is the obvious mis-stating of historical fact in the reference to GRZ and Brisas.. The relevant passage....
"A similar case occurred with the Las Brisas de Cuyuni mine, originally consigned to Gold Reserve. The company received approval from Mibam of its technical project, but was never given an environmental permit for the same reasons used against the development of Las Cristinas project."
....clearly demonstates Roy's long standing crusade against GRZ by claiming that they were never given an environmental permit for the commencement of construction at Brisas, when the permit was granted in March 2007. That permit was later rescinded in April 2008, so it's rather hard to logically claim it was "never given" if in fact it was rescinded by the government a year later.
I doubt that any reputable news agency would disseminate such an obvious lie when it is so easy to demonstrate as being untrue.
