The formal inauguration of the new medical facility rumor, what was that based on? (I missed that one).

I think a couple of sources, including a news article posted in the last couple of days has mentioned the middle of this month for the turnover of the medical facility. As far as I know a permit is possible at any time even after arbitration has been filed.
