-conclusion is then stolen and mis-stated by roy (the hobo) carson and printed in the rag.

-the rag is then mis-interpreted by hugo's economic intelligence agency (his cousin jaun)

-hugo then misunderstands the mis-interpreted, mis-stated conclusion, and with a "deer in the headlights" look on his face tells his butt kissing cabinet to do the exact opposite of what a logic minded leader should.

-everyone on the agoracom board gasps in disbelief and says ugly things about hugo.
