Based on what VZ has said about mining LC this year and also the fact that if KRY is gone then the new company will have a lot of work ahead of them that KRY has already spent the time and money to do which would not meet VZ's expectations of beginning LC this year. I don't believe either VZ or KRY wants arbitration at this point.
