I don't know. I'm just regurgitating what it seems many have said on the board.

On one hand I hope this is not the case since it removes any possibility of being surprised by a halt in the next 5 minutes.

On the other hand...if that is not the case then it seems highly likely we're heading for arbitration which is not my preferred outcome.
