GW... I really do not think we are heading into arbitration although the odds of winning are high. The permit.. forget it. El Comandante is aware of his frail condition and IMO he is trying to get some sort of deal w/someone in order to the mining issue sorted out... to his political benefit.

Buyout is the most feasible option once the candidate is selected by VZ... but do not forget that any potential candidate would not invest in VZ unless there is absolute garantee that El Comandante is in the driver's seat for a while.... and that is something I am not sure of... given the current political/financial situation of the country.
