Yes, everything points to GRZ. The bottom line is that GRZ owns a consession and VZ has done away with consessions. You may be correct.

Why not simply offer GRZ the opportunity to convert their concession to a MOC with terms similar to KRY? Then if GRZ refuses....terminate their concession and let it go to international arbitration. Maybe Doug Ballenger has bad breath?
