Personally I don't think it would be the positive knowledge of "no permit". If so, why would the judge grant an extension?



Also, I am not certain if the statement was even confirmed. If there were negotiations underway, the public knowledge of these could affect the negotiations, which would eventually effect the SP. Even if the negotiations were positive in nature.
