It depends on what side of "counterproductive" you are on.

If I was a like minded person like Hugo or any other any sort of Dictatorship that exists in many gold producing parts of the World the advantage of having most of the gold produced in your country in it's Central Bank under my personal control all stacked up ready to deposit in an offshore stash for my new life after my Political days have ended.
