hondo, you simply dont understand the finer points of socialism...

you tell people that are performing illegal acts that you will pay them to stop performing those acts...sure, you'll get one or two that dont actually perform the acts saying they do just to get paid...and you'll have a couple that do perform the acts take the money and then not stop performing the acts..

but for the most part it works out great...think of it like saying "ok, all crack dealers please stop dealing crack and we'll pay you $1000...."

it would end crime as we know it....
