Eddy, perhaps you do not understand this license issue.
Crystallex did not apply for the license for earlier gold mining -- all funds from that small amount of gold had to be used to pay local expenses in bolivars. There was no profit to repatriate into dollars.
Things in Venezuela change constantly and if we got a permit tommorrow there would be no profits to exchange into dollars for years. During this time many things will change.
p.s. Eddy, if you make one more unsubstantiated statement "of fact" like the one you made, which I know to be untrue: "I will tell you why. They couldn't obtain those licenses," you won't be here anymore to worry about it.
