gmarf, of course there will be "no money left"... but thats ok....thats what the world bank aka IMF aka ICSID are for....

a country gets run into the ground by some nutcase dictator and then the IMF gives a big fat loan to the new govt to repay awards from the icsid granted by the world bank....
