it could be....if kry got a permit, and ven decided they want to buy 70%...

the key is IF ven decides to buy that much....this decree gives them the right to do so but they have had the right all along to buy (20%?) and hav'nt always done so...

again, i believe this was put in place as a bargaining chip for settlement with kry/grz.....which i think is a good sign...
