The Somali pirates seize ships and demand ransom or just sell the stuff. Hugo seizes (nationalizes) oil rigs, cement plants, banks, whatever!! Then there's some negotiation and often arbitration. I don't know how many actually get paid fairly, but there's a lot of cases against Hugo.

I used to think the permit would arrive "soon", but seems more and more to me that we'll be in arbitration since Hugo is a pirate and has his own agenda to fulfill. Hope this isn't seen as too negative, I just think it's realistic at this point given Hugo's history (or should I say histrionics).
