Worth the re-post Nino. One thing we have going for us is that the mine hasn't been built yet. Hugo likes to steal\underpay for things that have already been built and are productive. He doesn't have the money or expertise to build them himself. All logic directs Mr. Chavez to allow KRY to build the mine in keeping with the MOA. He can then steal the mine down the road once it's built while maintaining a constant (and I'm sure ever increasing) revenue stream in the interum. "Why buy the cow when you can have the milk for free?"....or more accurately put "Why have no milk and no cow when you can have the cow below cost and the milk for free?"

The answer to the second query is that Hugo is a selfish, power hungry prick whose own plans for self-aggrandizement (no matter how ultimately misguided) trump logic at any level.
