For what i can understand there are two parts in this Gaceta dispatch :

1] is an application for a permit and what is needed to conform for the permit .

2] is a permit granted to exploit the small concession for a period of ten years.

Both parcels of land are next door to each other ,they are very small [5000 and 6000 m2 ] and it does look , like CJR was saying ,that there will be mined by the small contractors on individual bases.
