President Chávez indicates that on earth only the improvements as houses or sheds have private character (Nicola Rocco)
Ideologically, president Hugo Chavez is against to allow spaces so that the private ones grow and they fortify themselves; on the contrary, he announces that the collective character of the property is the essence of the productive policy, in spite of the constitutional attributes of use, we enjoyed and enjoys the private property and the obligation of the State to stimulate it and to promote it as well as to the investment.
In his deepening of the revolution after the victory by the constitutional amendment, president Chávez has threatened expropriating the plants processors of rice of the country - Polestar properties, Iancarina and Cargill, among others companies and “passing them of deprived property to social property, if comedians put themselves. Socialism, socialism”.
The eagerness to reduce spaces to the private ones is not a momentary presidential whim nor a conjunctural situation. The planning of State that the national Executive has designed aims at that reduction, through I Socialist Plan of Nation 2007-2013 and the proposal of rejected constitutional reform in 2007.
The lineamientos of the bolivariano Government in this matter aim at the “rupture of the bourgeois capitalist model (...) disassembling the superstructure that supports the capitalist reproduction in the constitutional and legal plane (...) establishing the bases for the construction of a new model of production based on new relations of production, new forms of property”.
Earth without owner the subject of the property always has been including in the speech of president Chávez. During the Aló, President N° 325 of this Sunday 1 of March, the agent chief executive said that “a fundamental element for the socialism is the social property of production means. Which are the means of production or the factors of production? The Earth, that is not private but social property. If you put close and you produce, or you have sheds, a house or cattle (in those earth), good, those improvements yes are private. But the Earth is not of anybody in particular, is of all”.
The control of production means implies the growth of the State like omnipresent agent, over the private figures. The I Socialist Plan of the Nation indicates that “the excellent thing is the progressive development of the social property on production means. The State will conserve the total control of the productive activities that are of strategic value for the development of the country”, which includes areas like foods, energy, telecommunications, health or education.
Actually, the advance of the bolivariano Government on strategic areas is preparation by means of instruments like the Law of Security and Agro-alimentary Sovereignty, and the Law of Defense in the Access to the Goods and services, that allow to the authorities temporary occupations, without previous action of some court, with base in discretionary criteria with respect to the fulfillment of landlords and quotas of production of goods or services of first necessity.
Laws custom-made the collective model, that happens through the concept of the new geometry of the power, contemplates a social management by means of the communes, that can execute resources through the communal banks, these last ones constituted like cooperatives according to article 10 of the Law of the Communal Councils.
But the supremacy of the public sector and the model of collective property on the prevailed one demand a change before a figure deprived like the cooperatives, that paradoxicalally in 1999 were presented/displayed by the bolivariano Gobienro as a form to obtain the yearned for diversification of the productive apparatus.
On the cooperatives, president Chávez said past Sunday that “it is necessary to review the Law of the Communal Banks. It is necessary to clarify this. The cooperative is not that she is bad, I I do not say that, but it must be clear that a cooperative is a form of private property and if I give to a tractor to a cooperative that to him is private property. He is not bad, only that we cannot be confused. The cooperatives make cooperative lack mainly and course to the socialism, not that explodes to the others”.
Even more clearly it was the presidential verb in 2008 July, when in Aló President N° 314, the Chief of State said that “it is necessary to know clearly which is the line that defines the Capitalism of the socialism. The cooperatives are not socialism, we are not mistaken. The cooperatives are an instrument of the same Capitalism and we would have to even discuss the models, because you, without realizing, could be reproducing the model who we want to move”.
Historically, cooperatism has been a figure of collective property that defends its autonomy of the private or state agents, characteristic that is against the political mentioned one of “state total control of the strategic areas”.
According to experts, the unexpected bolivariano Government in the cooperative matter to not know diverse concepts of social economy.
