Who holds Title to the LC concession?

I was woundering if the title process/mining law is similar to that of Mexico's?
I know Mexico first issues an Exploration title usually good for 50 yrs, however, within that time frame one can upgrade to an Exploitation title, then follows major permits before actually mining. With that said, I'm curious of who holds title and under what name for the LC concession? I'm assuming that the title is an Exploitation title and obivously waiting on the final permit.
The reason I bring this up is due to a very similar situation I personally have been envolved in but in Mexico. To make a 15 yr story short, I have waited and waited and gone through so much hard ache very similar to KRY's Hardships. I was going through the state mining agency trying to resolve a mining claim that was basically in limbo for 15 yrs. The Owner had died and since it was such a small mining claim consisiting of 40 acres, I guess no one noticed. It is what the mining agency's call "Mining claim is asleep" Basically filed away along with so many that it's basically forgotten. Now, I had the state mininig agency for yrs send letters to the National Mining Agency and for years had gotten the same BS. Were working on it. So, in short after so much frustration, I called for months on end directly to the Director incharge of cancelling old mining concessions inorder to revive them so they can become available to the public again. After bugging him to death and pissing alot of people off, The Director finally found the old claim in a box and told me the following; " The reason this claim has not been reactivated is because there's too many concessions out there with similar problems and were too busy to stop what were doing and put you ahead of the list of thousands ahead of you." So, armed with everything I needed, told the director that I would fax him a copy of the death certificate of the orginal claim owner to prove that this was the reason of the delay. It turns out that this was the only thing pending to move forward and start the process.
After 15 + years, I had been taken on a wild goose chase dealing with the state mining agency and finally got the balls to threaten to hire a lawyer at the National level to resolve this issue. Guess what? Within a week the National Mining agency had cancelled the old concession and reactivated it, So for the first time in 15 yrs, it's now in process and with luck it will be a few more months until it's made available to the public for filing. Ironically, They tell me it should be ready to go around May of this yr.
The moral to my story is simple, "Mexico and Venezuela are two and the same, Hugo has nothing to do with this permit. I'ts better to have a ROMAN SOLDIER FIGHT IN A ROMAN BATTLE. My advise to RM, Hire a trust worthy Top notch Venezuelan Lawyer( if they still exsist) to camp out days on end at the National Mining Agency not the State.
Sorry so long, hard to sum up 15 yrs.
