Of course Venezuela cares about the financial well-being of its' foreign partner...Hugo has gone on record that he wants to attract foreign investment. What better way to demonstrate this concern than to bankrupt foreign companies acting in good faith by ignoring formal inquiries in the context of impending international arbitration proceedings and ignoring binding contracts?
