Tax Loss Selling by the Big Guys?

Bloomberg shows that Tradewinds sold 10.7mm, Steelhead sold 8.2mm, Greywolf 1.5mm, American Century 2.2mm and US Global 2mm on file date 12/31/08. Looks like Tax loss selling to me, maybe they are starting to buy back in?
