At the time of the Chavez comments, which were actually excerpted from his usual long-winded type of talk, it was (and I think I posted) my understanding that he was indeed referring to the kaolin deposit by that comment. The reference to gold was a separate issue based on the context of his speech, albeit in close proximity.
