Translation from babylon, the difference of one word "up" with "by" changes the context totally. The interpitation now is, the state does not lose control by granting the permit.

With regard to Las Cristinas, located in the Claritas south of Bolivar and administered by Crystallex, a transnational canadian, the State does not end by granting the due environmental permits for exploitation.
