What did he say?????

I just went back to CJRs 9:05 post this morning.(Mibam proposes)to re-read what Sanz said .

In Para.7 he said "country can secure INternal financing " Then in Para 10 he said "reserve against which financing EXternal becouse of---". Why two different ways or is it just a slip of the tongue ??? Could they be thinking of out of pocket cost by using KRYs studys and work without paying??? Just a though.
