imo....this was a typical "we're really on top of the mining situation now...hoorah for socialism...please dont revolt yet" speech......

the one thing i took away from it was....

i get the feeling that rusoro (or polyus or other related parties) put it into hugo's head that he could play the stock market (by forming a JV with a public entity)...soak $$$ out of "northern" investors...and never have to remove the gold from the ground or supply the local miners with any meaningful source of income..

maybe the 3% GRZ turnout will change his mind....
