Permit of a study or permit to mine ???

I went looking on the" gaceta oficial " of december regarding the claim of RML's management of a permit to mine and on the 23 of DEC. there is something about a study and CVG and INCREIBLE 1 to 6 but ,even if i understand quite a bit , we need a spanish speaking member to translate so we don't get it wrong in verifying that the claim is real or false.

I believe that the permit is only for an environmental ,geological and feasibility study .Anyone willing? it is only a small section in the "BASIC MINING " section .
