Only stumbling block

Of course the only stumbling block would be if they don't get GRZ. Otherwise, it seems pretty staight forward, now that we know that there is already a mechanism in to solve the VZ/GRZ concession problem, and the straight path to recieving the permit !! As well, there could be plenty of moneyt. as VZ would have to put in little money compared to what it would have cost to buy out GRZ's concession.

Makes sense to me........IMHO... of course
