If the LB concession is so low grade and expensive to get off the ground, then why would RML Bid for GRZ instead of KRY??? I think that Chavez gave RML the Permit only if it can take over GRZ as the altimatem. That's pretty obvious, however, if RML fails. Then all bets are off and RML tries to make the best offer possible for KRY with little hope of success. And we all lose...Because this will piss of Chavez and he will not issue the permit and a legal battle to last for yrs to come.
But, Chavez needs to get this mining project started asap to generate income. So, in short, I think that he has no choice but to issue permit. It's simple.
