I've looked at this article a number of times and the only thing that makes any sense for doing this is to allow someone who has been looking at GRZ to make a Permitted Bid. This would be a non-hostile bid, i.e. not Rusoro.

I don't see why GRZ would waste their time doing this unless it has some possibility of happening??
