The small miners.
Taking away the mining from these people is like taking food away from a child.
The only thing the small miners know is this small scale mining and even if it is hard going they feel independent ,self sufficient and accomplished.
Working this way is ancient and not very fruitful and also, i assume not paying taxes ,makes it enough to survive and lead a decent life .
The problem is that Mibam is trying to bring all this in line into a modern society which implies modern technology and retribution of taxes .
This factor does not work in favor of the small miners and actually tends to obliterate their way of life .
This is the problem that Sanz has not solved yet .
The decision and the solution when will be reached will be drastic and unfortunately painful for that way of life.

El Callao .- The solution to the problem of small-scale miners in hand through the National Executive Mibam, as the ministry has desafectar that a series of conseciones in the municipality of El Callao, and must apply Article 64 to 85 of the current Mining Act, adopted on 28 September 1999.
