Just an FYI on the Mariela Garcia mentioned in today's Gaceta...this is from the Gaceta on July 29 2008. It is about the Committee for Contracts at Minamb and looks like Mariela is the alternate to Norelys Lucena Gonzalez who was the attorney for Minamb that appeared at the June 4 National Assembly meeting involving KRY.

Caracas, 29 Jul. ABN .- Published in Official Gazette by the resolution which constitutes a permanent basis, the Commission on Appointments of the Ministry of People's Power for Basic Industries and Mining.

This is the Gazette number 38981, dated Monday July 28, 2008.

The resolution states that the committee be composed of three core members and their alternates, in which areas will be represented legal, technical and economic and financial.

In the legal area, the citizen Norelys Lucena Gonzalez will serve as Senior Fellow and Mariela Garcia, the alternate member.

In the technical area, Alexandra Maria Vielma is Senior Fellow and Romina Macchia is an alternate member.

In the economic and financial area, Pedro Rafael Taberoa is Senior Fellow and Maylin Miranda Diaz, an alternate member.

It also designates the citizen Carlos Lobo as secretary of the Committee on Contracts, who will have the right to speak but not vote.

Designating the Directorate General of the Office of Administration and Services as a coordinating unit in the contractual arrangements for the selection of the contractor for the procurement of goods, services other than employment and professional execution of works carried out by the referred to the ministry.

The Commission on Appointments may convene the internal auditor who will attend as an observer, with a voice but not to vote, both the committee meetings, and public events are held during the recruitment process.

The temporary lack of the internal auditor will be supplied by the official who appointed him to that effect prior to the writing committee.
