You are right on! The problem with the Permit delay is not POLITAL, nor LEGAL; It's being manipulated and ACCUMULATED within a low price range in preparation for a LOW BID OFFER, probably like the orgaized attempt on Gold Reserve!

Now, how do we put this together for an email to Richard Marshall?
