imo......

in the past, both peru and ecuador have made the first major moves (i.e. nationalizing, constitutional changes, etc.) in order for hugo to see how much heat these actions will create and wether it's worth it, or not....face it, hugo has been paying these coca farming "presidente's"......they're like his own little testing grounds...

and then hugo makes his identical move within a short time....

personally i think it's time to kick these little dictator wannabe's in the nuts and "embargo" their asses...
