makes sense to me hondo....i think ortega might be hugo's scapegoat though.....nobody in ven makes decisions that big without hugo's ok....

i kinda get the feeling the russians may not have worked out the way hugo had hoped for....now i think he's stuck between

1. issuing the permit

2. paying off kry to leave so he can do something else with LC

continuing to stall LC will be a major problem for him at this point...
