Although I haven't looked at the detail of the relationships, based on the ability of Exxon to grab any kind of assets of Venezuela in its dispute with PDVSA, I would expect that any governement agency assets would be available.

IMO Venezuela would not cooperate though, so only assets outside the country would really be available to satisfy a judgment.
