I can agree with most of your analysis with the exception that we were notified that Ortega denied the permit April 30th.

We would need the "new" mining law to be passed or at least Chavez to say it is passed, which could be at any time.

Elections Sunday, Russians Wednesday (again).

Clarity after elections and before Russians?

Regardless, I speculate clarity before the end of the month.
