I don't think Sanz has any concept as to how long it will take to get a major mine into production. Venezuela doesn't have any experience in the matter (all the current mines are rather piddling) and sure the illegals may be able to produce a few grams of gold in a few days, but that is all they will see in 2009...

After all it takes years for each permit and there are going to be plenty more to get even after the environmental permit is issued. I doubt that Venezuela could issue a permit for a workers latrine under 18 months!
