Ask yourself this, if KRY knew something would they file a request for clarification? No. They would sit and wait patiently.

Not if the request for clarification was needed to force Ortega into a position of approval or denial. I know the clarification was to Sanz and Mibam but if they are on our side they can't come out and say everything is a go but we're waiting for the $itch to make a decision.

If Ortega denies us then we can take legal action. This way the waiting is over and we know where we're headed.
