The whole issue of taking LC back from Kry and putting it under government control could just as well refer to the small miners that Kry currently over see. My understanding is that Kry is currently helping these small miners who have permits to mine. In this sense the VZ government is taking over from Kry and there will be no small scale mining at LC.
