MOC is a contract to do work, and provide a service, in this case to produce gold for the owner of the land, Venezuela (the owner of the fee simmple) (fee simple = land owner)

A CONCESSION is fee simple ownership (you own the property, clear) WITHOUT NECESSARILY having a CONTRACT TO PERFORM for ANOTHER PARTY. You own it, you mine it.

Therfore KRY confirms to current Venzuelan LAW, whereas Gold Reserve is blowing hot air, as under current Venezuelan law, all land and mineral rights belong to the State where Mining is CONCERNED.

Looks to me like KRY HAS A VALID CONTRACT, and GRZ got sucked into a deal without knowing what they were doing.
