This could just be an example of Sanz (at the behest of Hugo) re-stating the existing arrangement with a bit of a "Screw the big, bad foreign corporations...we take back the gold....Viva La Revolution!" political PR spin to give the miners a warm and fuzzy feeling when the permit is finally awarded to the big, bad foreign corporation that will be employing them.
