Good information. I agree that if Hugo were using conventional logic, he would issue the permit before the election unless he thinks he'll lose anyway. He's losing popularity. I agree that he will try to remain in power by force if that is his only option. I can't see him quietly retiring from his position as 'A-hole and Chief' of this bannana republic....filling his spare time by practicing his dance steps for an appearance on "Dancing with the Stars".
