imo, LC would have a big influence in the bolivar state (nowhere else) but bolivar is a tough one for hugo right now...not only would he get the revenue from the mine, the social improvement aspects would ramp up also......unfortunately i think it's already too late to do any good in this election......

as i said before, there may be some creedence in NOT permitting LC until after the election.

i.e. the corruption story involving rangel would probably pop up if LC was permitted prior to election....it could also cost him some hardcore socialist votes.....

in any case i still believe the miners will have to be paid prior to LC permit.......imo
