CVG does not have to pay debts to their workers

The negotiations between the Venezuelan Corporation of Guayana (CVG) and the union of employees of the company arrived at an algid point, after which minister Rodolfo Sanz and president of the institution showed that he does not have money to cancel the labor liabilities.

I wonder how long a foreign private business would be allowed to do business in Venezuela if they came out with a statement like that.
