GW, the new decree Morales just signed made me think about so I started doing a little digging and the mention of Mendoza in RC's older blog stood out to me and made me notice that article on him just Oct 11. Mendoza sure looks like he is being groomed for something and I may be completely off base but it just happened to fit the picture quite well with what I was reading.
