Not sure if people read this correctly. Most of these so-called meetings that we read about in the local rags are not accepted/scheduled meetings agreed to by Sanz or anyone else in the national government. They are simply a requested meeting by the locals. That is why many (not all) never occur.

Probably a good rule of thumb is to see if Sanz or the national government official is quoted as agreeing to the meeting.
